Checked once per second on the affected target: each stack has a 10% chance to trigger, guaranteed at 10 or more stacks. Triggering clears all stacks, pauses the Attack Interval Restoration Time of one random Weapon the target has for 1s, and deals Effect DMG equal to 2 times the current stack count.
